Objective
Strengthen protective environments for children and adolescents in vulnerable contexts, guaranteeing access to quality education, psychosocial support, community participation and inter-institutional coordination in Barrio 17 de Noviembre, Lomas de Zamora.
Problem Statement
Families in Barrio 17 de Noviembre, Lomas de Zamora, face significant challenges, such as unequal access to quality educational services, weak psychosocial support mechanisms for adolescents, fragmented coordination between community organizations and the State, and economic pressure that affects children's educational continuity. Although committed, local community organizations need stronger administrative management capacities, sustainable resources and ongoing articulation with institutional actors.
Components and Activities
- Quality early education: expansion and improvement of early education services in community kindergartens, with specialized pedagogical accompaniment and provision of nutritious food.
- Pedagogical accompaniment: school support spaces for children who need to strengthen their educational trajectories, with participatory methodologies and attention to specific needs.
- Recreational spaces and youth participation: devices for adolescents and young people that combine recreational activities, leadership training and spaces for incidence in decisions that affect them.
- Mental health devices: psychosocial accompaniment for adolescents and young people, with emphasis on prevention and promotion of well-being.
- Strengthening of community organizations: training in administrative management, electronic invoicing, development of sustainable productive ventures, and professionalization of teaching teams.
- Inter-institutional articulation: creation of co-management tables among communities, provincial and municipal authorities, and social organizations to guarantee service sustainability and the construction of territorial public policies.
Target Group
200 children and adolescents from Barrio 17 de Noviembre, Lomas de Zamora. Families in contexts of economic and social vulnerability. Teaching teams and community organization leaders in the territory.

- Community level: 200 children and adolescents access quality educational services, specialized pedagogical accompaniment, safe recreational spaces and mental health devices. Families actively participate in decisions about the services they receive.
- Organizational level: community organizations (Wawa Wasi, Tercer Tiempo, Rayito de Sol) strengthen administrative capacities, develop sustainable productive ventures, professionalize teaching teams, and position themselves as key actors in guaranteeing children's rights.
- Institutional level: a territorial co-management table permanently articulates communities, community organizations, and provincial and municipal authorities, laying foundations for service sustainability and collaborative public policy construction.
